What is the Climate City Contract?The Climate City Contract (CCC) is Limassol’s official roadmap to net-zero emissions by 31 December 2030. It’s a living document developed through extensive public consultations, workshops, and collaboration between the Municipality, citizens, businesses, experts, and the Cyprus Institute.

Alongside the Contract, the city published its detailed 2030 Climate Neutrality Action Plan (first version, 15 September 2023) and a companion Investment Plan. Together, these outline around 30 major actions and hundreds of specific projects across six thematic areas. The goal? Transform Limassol into a climate-neutral, smart, and resilient “blue city” — inclusive, sustainable, and a model for other Mediterranean port cities.

Why 2030 MattersWhile Cyprus nationally targets net-zero by 2050 under the EU Green Deal and Paris Agreement, Limassol has chosen to move much faster. By aiming for full climate neutrality in just a few years, our city is positioning itself as a pioneer. This ambitious timeline aligns perfectly with the European Green Deal and global efforts to limit warming to 1.5°C.

The plan also requires approximately €1.3 billion in investments from public and private sources — money that will flow into renewables, building renovations, sustainable mobility, waste management, and coastal resilience.

• Engaging citizens through initiatives like the LC³ Challenge (Limassol City Cooling Challenge) and the Lemesos Commons — voluntary citizen groups that co-create solutions for urban heat and climate action
